Abs Abstract PAGE PAGE III Abstract The topic of three public consumptions has been always in dispute in our country, the pay of government cars ranks the top of three public consumptions,the great cost is horrifying. The large number and the unreasonable existence of government cars , the upgrade of the level and configuration arouse heated public debate. With penetrating into concept of the rule of law and the construction of socialist democracy, all kinds of problems about the official vehicle-using system gradually emerge. Government car-using for private purposes, swelling consumption on official vehicles, super system and excessive emission, these phenomena do not stop despite repeated prohibition. Official vehicle-using system is, so to speak, suffered criticism form the public. As a result, reform of the vehicle-using system is put on the agenda. Since the nineteen ninties,the voice of vehicle-using system reform grows louder and the whole nation is setting off an upsurge of reform from above to below. The various ministries and commissions under the State Council promulgate a series of policies to specify which kind of cars can be purchased and equipped. At the same time, many provinces and districts are eager to explore the path of reform and put forward different schemes, such as the monetization model, management-strengthing mode, the market-oriented mode. Even though these measures achieved some success in the beginning, the process is still slow for some reasons, the reform tide quietly retreat and the problems about official vehicles have not been fundamentally solved at the end. In this regard, taking the system as a point , this paper probes the current official vehicle-using system in our country on legal area with the aim of marketization.
