The first part defines three core conception in this paper, that is public participation， environment impact assessment and environment impact assessment system．Then，it reviews the history of the public participation and environment impact assessment system，to emphasize the importance of the public participation in the history of the environment impact assessment system．The second part analyzes the public participation in environmental impact assessment of the positive role and value functions. environmental ethics and national decision-making introduces the public to participate. Focus on environmental ethics from the perspective of public participation in environmental impact assessment system in the deep,potential problem.The third part introduces some countries’public participation’S mechanism and the most important one is USA．This offers a reference for our country．Then，combining the fact，the author point out the way of how to improve our public participation in the environment impact assessment system．The fourth part,based on Chinas basic national conditions and development activities, from cross-border environmental point of view of public participation in the proposed public participation in environmental impact assessment of the work system should adhere to the direction of development and improvement measures. Including a clear right of citizens to participate in the nature and content, organizations, the Joint Construction of the EIAs public service information platform to improve information dissemination mechanism for environmental protection legislation and improve the procedures for public participation in the region and the establishment of the system of environmental public interest litigation Measures.
