哈尔滨工业大学公共管理硕士论文 哈尔滨工业大学公共管理硕士论文 II II Abstract With the deterioration of environment, the issue of environment protection is attracting more and more universal attention. It proved that the public participation in environment protection will boost the protection project. Currently, the participation movement is converting form the practice of individual country into the general rule of environment law, and is transforming from the traditional government-lead mode into public-participation mode. Based on the theory of pubic administration and economics, this thesis analyses the meaning, origin and development of the public participation in environment protection. Also, it explores the base, effect, limitation and effective facts of the participation with qualitative, comparative and experience analysis approaches. Based on the comparison between domestic and foreign experience, the research indicates the deficiency of public participation in China. Harbin as a case, the thesis analyses the city’s issue, and bring forward the advice for promoting the city’s public participation. The thesis reveals that public participation will overcome the dual failure of government and market function, and improve the work efficiency of government organizations and increase the public consciousness of environment protection. On the other hand, such participation movement might become individual act for benefits, and it is limited by the economy development and is seditious to political steady. There are some facts that will influence the participation, such as social delaminating, education degree, democratic level, and environment culture and economy development. Compared to developed countries, China’s public participation has the following deficiencies: the narrow scope of participation, the ambiguity of participation ways, and the lack of redress for public benefit damage, the low degree of public education.
