2 2 1 1 部分国家多年以来的实践效果考察，总结了第二船舶登记制度的正面效应，也客观分析 了第二船舶登记制度对登记国造成的各项负面效应，为我国船舶登记制度完善方法的选 择提供了理论参考。 第五部分“中国船舶登记制度之完善建议”。笔者通过对我国船舶登记制度的现状 以及存在的不足方面进行分析，结合理论界关于改革我国船舶登记制度的各项理论建设 以及我国进行的吨税制试点等实践，研究了第二船舶登记制度在我国实行的可行性，并 提出了中国船舶登记制度的完善建议。 最后，结语部分简要的概括和总结了文中内容。 关键词：船舶登记；第二船舶登记；方便旗船舶；动因分析；特征分析；效应分析； 完善建议 Abstract Due to the disunity ship registration system among countries in the world, the phenomenon of convenient flags vessel generally rise in a short time, this problem make a lot negative influence to these countries who adopt the strict registration system ,such as the supervision of vessel, jurisdiction of maritime disputes, the international environmental protection etc. when the traditional ocean superpowers looking for the solutions eagerly, the second ship registration system born appropriately. It’s been executed in the UK in 1978 firstly, and be accepted by the countries as France, the Netherlands, Portugal, Norway and so on. After years of practice, we found that the system play a significant role to help these countries solve the problem that outflow of the ship registration. In recent years, China is also facing the problem that outflow of the ship registration, in order to solve this, scholars put forward a lot of opinions, including the second ship registration system, but up to now the problem about if china has the appropriate environment to implement this system absolutely is not reached a conclusion of breakthrough among scholars. So this paper is based on the numerous outstanding theory, through research the characteristics of the second ship registration system itself, compare the advanced experience and the lessons of Failure, analysis the feasibility of the second ship registration system adopted in our country, finally put forward my suggestions of improvement the existing ship registration system.
