A Vulnerable adult is defined as a person over 18 years of age who: “Is or may be in need of community care services by reason of mental or other disability, age or illness and who is or may be unable to take care of himself or herself, or unable to protect himself or herself against significant harm or serious exploitation” (Law Commission (Who decides? making decisions on behalf of mentally incapacitated adults 1997) Abuse is a violation of an individual human and civil rights by any other person or personsAbuse can be a single or repeated act and can be: Physical Sexual Psychological Verbal Financial Neglect and/or acts of omission POVA ReferralsAll Wales 2007-2008 Victims – 4251 Reported previous abuse – 1100 Alleged abusers – 4338 Husband/wife/partner – 315 Son/daughter+ in-law – 455 Parent – 116 Relative (other) – 242 Alleged Abusers (Family) Total = 1128 (26%) Referrals by type of abuse2007/8 Physical: 1460 = 31% Sexual: 339 = 7% Emotional/psychological: 885 = 19% Financial/material: 960 = 21% Neglect/acts of omission: 950 = 20% Other: 65 = 1% Total: 4658 Referrals by service user group2007/8 Older people - 1325 Elderly/Mentally infirm - 628 Physical disability - 539 Learning disability- 1071 Mental health - 506 Hearing impairment/deaf - 8 Blind/Partially sighted - 6 Other - 71 Substance misuse - 47 Outcomes for persons responsible Total = 4563 Prosecution = 76 (1.6%) Police Caution = 60 (1.3%) No action = 627 (13.74%) No abuse found = 599 (13.12%) Age Concern/Comic Relief Survey 4% of older people surveyed disclosed abuse by a family member in their own home.
