青州市云驼风景区改造项目建设风险控制研究摘要当前，随着许多省市非常重视旅游业的开发，旅游业已成为许多城市的支柱 产业。许多城市对于旅游业投入了极大的热情和资金，不断加大旅游项目的开发 力度，以推动地方经济发展。这也极大地激发了地方政府和投资者的投资热情。 但是由于旅游消费具有不确定性，且旅游项目具有投资规模大、地域广、周期长、 涉及环节多的特点，特别是旅游项目一旦建成，很难用作其他用途。再加上旅游 项目的建设必须要与当地环境相适应，因此导致旅游项目建设将会面临较大的市 场及环境风险，开发难度较大。由此，应用科学的风险管理理论和方法对旅游项 目开发建设进行风险分析和评价，以避免风险发生，降低风险造成的损失，具有 十分重要的理论和现实意义。本文将风险管理理论和方法应用到旅游开发项目管理之中，并结合具体实 例，对青州市云驼风景区改造项目进行了风险识别、评价和应对。在风险识别过 程中，主要应用工作分解结构和头脑风暴法进行分析识别，识别出项目存在的主 要风险；在风险分析和评价过程中，建立项目风险评价指标体系，并应用层次分 析法和模糊综合评价法相结合，对项目进行综合风险评价，得出该项目的风险水 平，同时根据项目各风险因素的权重，对各风险因素进行等级排序。在风险应对 过程中，对项目各风险因素提出了具体的应对措施，构建了项目风险监控系统， 以降低项目风险水平，并为投资者进行项目决策提供参考。本文通过对云驼风景区改造项目进行风险识别和评价，得出项目整体风险处 于中等风险水平，并对各风险因素的重要程度进行排序，从而为本项目管理人员 提供了正确对待和处理风险的思路方法，为项目管理者采取风险应对措施提供依 据，促使项目顺利实施，提高项目开发的质量和成功率。关键词：云驼风景区项目；风险识别；风险评价；风险应对Study on Construction Risk Control of Yuntuo ScenicArea Reconstruction Project in Qingzhou AbstractAt present, with the development of the tourism industry in many provinces and cities, tourism industry has become a pillar industry in many cities.
