HX省水运工程质量安全监管改进策略研究ABSTRACTThecentralministriesandlocalgovernmentssetupthewaterwayengineeringqualitysupervisionstationsin1984,wasthemarkofChina’swaterwayengineeringhadchangedfromtheone-wayadministrativesupervisiontotheprofessionalqualitysupervisionandadministration.AlthoughtheQualitysupervisionandmanagementmodeofChinascurrentwatertransportengineeringhavebeengreatchangesafter29yearsdevelopment，butinthefaceofthenewsituationofcontinuousdevelopment,italsoexposedsomeproblemsandcontradictions,requiresacorrespondingimprovementandperfection.AccodingtotheappearingofinvestmentdiversificationinwaterwayconstructionfieldsofHXprovince，Theenvironmentofprojectqualitysupervisionsystemhavechanged,theformerQualitySupervisionSystemofEngineeringcouldnotaccommodatethenewsituationandtherequirementsofthemarketeconomy.Inordertoensuretheengineeringquality，weshouldreformthesystemofengineeringqualitysupervisionsystem.First,thethesishaselaboratedthebackground,purposeandsignificanceoftheresearchofthequalityandsafetysupervisionofwaterwayengineering,elaboratetherelatedconceptsandthequalityandsafetysystem,themaincontentandframeworkoftheresearchwascleared.Second,elaboratethehistoricalevolutionofwaterwayengineeringqualityandsafetysupervisionandthepolicydevelopmentofourcountry,introducestheengineeringqualityandsafetysupervisionsystemofourcountryandthecorrespondingwaterwayengineeringqualitysafetyinChina,andfocusesonthequalityandanalyzedsafetyofWaterwayEngineeringinChina.Third,introducedthewaterwayengineeringqualityandsafetysupervisionandqualitysafetysupervisionprocedureandworkflowinHXprovince.Fourth,todoacomparativeanalysisbetweenHXprovincewithFujianProvinceandTianjinportinwaterwayengineeringqualityandsafetysupervision.Thelast,givestheimprovementandthecorrespondingmeasuresforqualityandsafetyofwatertransportationengineeringinHXprovince.Thethesiscombinesnormativewithempiricalresearch,combinestheorywithpractice,hasastrongtheoreticalsignificanceandpracticalapplicationvalue.Keywords：WaterwayEngineeringQuali
