Abstract The folklore is one unique item, which has the excavation potential tourist resources. As a kind of hopeful cultural tourism, folklore tourism has the distinctive national character, unique cultural connotations, thick atmosphere of history, significant geographical disparities, rich and varied manifestations. It has the tremendous attraction and the inspirational force to the tourist, has become a big hot spot which the tourism industry and tourist choose. The Shanxi folklore tourist resources are rich, the cultural connotation is rich. With these natural advantages, a lot of folklore-centered tourism spots have been established, such as QIAO Folk Museum, etc. However, when we comprehensively look at the present situation of Shanxi folklore tourism, the folklore tourist resources development and utilization remains in the primary stage and still exists many problems. How to excavate effectively the nature of the folklore tourist resources, fully reasonably carry on the development and utilization to the folklore tourist resources, promote the Shanxi folklore tourism development, is a question which the present Shanxi needs to study and urgently awaits to be solved. Following an elaboration on the concept of folklore tourism and the correlation theories of folklore tourist resources development, the research make a thorough analysis and discussion on the Shanxi folklore tourist resources type, the characteristic, the present situation of development and the existence question. And in view of the Shanxi folklore tourist resources reality, the article elaborated its concrete folklore tourist resources development design from three aspects of the products development , the resources division and the development methods, and proposed the corresponding necessary measures.
