To fulfill sustaining development has become an important elementary policy in developing the economy of Chinese society. Based on the requirement of mutual coordination between positive development and population, resources, and environment, exploring how to take into consideration both the two problems— the problem of comprehensive benefits in economy, society and environment and the problem of sustaining development— is a major issue our country is faced with.
