The conclusion is that the begging phenomenon is the result of the combined effects of these factors above.Lastly, based on the fact,the author summerize the influence of the begging phenomenon,and clarify some lopsided views about beggars. The final part of this thesis is the discussion about the current countermeasures to the begging phenomenon. On one hand,many relevant departments of Hefei city have taken active measures to help the beggars.However,there are also some difficulties existing in the practical work.On the other hand,there is no effective measures in the beggars’ hometown to prevent the beggars’going out. Therefore, some advice are given to perfect the current countermeasures,such as clarifying some lopsided views,respecting the beggars’human dignity,punishing the inappropriate begging behaviors and so on.
