By exploiting resources, the resources-oriented cities come into being. But natural resources should dry up. The resources-oriented cities’ sustainable development is not some country but a world problem. One of the resources-oriented cities’ marked characteristic is that cities’ rise and decline is interrelated to natural resources’ reserves which can be exploited, and it is interrelated to the resources-oriented enterprises’ development closely. The resources-oriented enterprises’ sustainable development is the core of the resources-oriented cities’ sustainable development, and the latter offer guarantee to the former. There are few studies for the resources-oriented enterprises’ development, the present paper will study for it. The purpose is searching the way for the resources-oriented enterprises’ sustainable development, visual angle is the resources-oriented enterprises’ development strategy, it is different to the paper which lay stress on the support of government. Because the core of the resources-oriented enterprises’ sustainable development is the policy decision made by itself. The function of government is to offer suitable and outside environment, this is said that the support of government and society is only external cause, the internal cause is resources-oriented enterprises’ development by itself. So studying resources-oriented enterprises’ development strategies has important theory and practical significance.The present paper summarizes present research in Chinese. There is no consensus for the conception and implication of resources-oriented enterprises’ sustainable development, and there are few prospect-forecast for state-owned resources-oriented enterprises’ sustainable development.
