ABSTRACTWith the rapid economic development of China,the situation of the weak infrastructure construetion has become a major obstacle to economic development.In order to alleviate the shortage of funds of the national constuetion,a variety of finaeing methods should be bold totry.BOT proaeh is the essential one of the kinds.In China,approach to the use of BOT infrastrueture construction has made a better social and economic benefits.In BOT project finacing,tender is an important aspect,tender being seientific or not relates to the projeets quality,even the success or failure.so,studying on BOT tender is of great praetical and theoretical signifieance.In this Article, on the basis of collecting andcollating relevant literature,by summarizing the situation of BOT projects at home and abroad,according to the theory, based on advice of expert and the relevant information on the characteristics of BOT projects,analyzes how to establish the principle of BOT tender evaluation indicator system,and indicator system was constructed for the prequalification BOT projects.
