AbstractWiththerapiddevelopmentoftelecomtechnology,thecontentofoperationand maintenanceoftelecommunicationsnetworksisconstantlyupdating.Thetraditional operationandmaintenancemanagementmodeoftelecomenterprisescan’tmeettheneeds ofthetelecommunicationsmarket,andithasseriouslyhinderedthedevelopment of enterprisesand reduced the competitiveness of enterprises. Theoperation and maintenance managementmodeneedstobeoptimized.Inordertobuildacorecompetencyof operationandmaintenancesupportsystem,corporatestrategyandcustomer-oriented demand andenhancing serviceawareness must beintegrated in operationand maintenance management.Thispapermadeasystematicanalysisonatelecomcompany’soperationand maintenancemanagementinAcityanddescribedtheevolutionofoperationand maintenancemanagement,andanalyzedthedevelopmenttrendsoperationand maintenancemanagement.Combiningwiththetelecomcompany’sinternalandexternal environmentandthespecificsituationinAcity,thispaperanalyzedorganizational structure,businessprocessesandassessmentstatusofthetelecomcompany’soperation andmaintenancemanagementmode.Inthis paper,specificproblemsofthetelecom company’soperationandmaintenancemanagementmodearepointedout,andrelevant theoryisusedtoputforwardadetailedoptimization.Aftertheoptimizationprogramwas initiallyimplementedinthetelecomcompanyinAcity,itproducedacertaineffect.The final chapter ofthe articleanalyzed the practical implementation results.Inthispaper,thetelecomcompany’soperationandmaintenancemanagementinA cityisresearchedanddesigned,whichmainlyincludedorganizationalstructure,business processesandassessmentindicatorsoftheoperationandmaintenancemanagementmode. ThecoreoftheoperationandmaintenancemanagementmodelisthatBusinessprocessesshouldbebasedontheneedsofclient,andtookintoaccounttheneedsofnetwork operationandmaintenancemanagement.Thismodelcoincidedwiththegeneral developmenttrendofthedomestictelecomindustry,anditplayedaveryimportantrole in improvingcustomer satisfaction.Key word：Telecom networkOrganizationalstructure
