摘要政府采购制度的作用不仅是通过有效的竞争节约国家财政资金，使公共物品物美价廉，重要的是其所发挥的经济政策效用。但是一些问题的存在阻碍了我目政府采购制度的完善和发展。经过几年的探索实践，我国政府采购制度得到较快的发展，以2003年1月1日颁布实施的《政府采购法》为标志，我国的政府采购制度已经基本建立。但由于建立时间短，我国政府采购制度的运作水平与其他国家，特别是西方发达国家相比，还有很大差距，我国政府采购领域仍存在诸多问题。这严重影响了政府采购积极作用的发挥，特别是考虑到我国2007年底已启动加入《政府采购协议》的一系列谈判，我国的政府采购制度也要逐步与国际通行做法接轨。因此，尽快解决我国政府采购制度目前存在的问题就显得尤其重要，也只有这样，我们才能更好的发挥政府采购作用，导国民经济够来居上，赶超其他国家。关键词：政府采购；政府采购制度；监督制度；完善；建议ABSTRACTThe role of the government procurement system is not only through effective competition to save the national financial fund, make public goods cheaper, it is important to the utilitys economic policy.
