新玛特商场火灾应急管理研究 摘 要 安全生产事关人民的生命财产、国民经济持续健康发展和社会稳定大局。近年来，随着人们生活水平的提高和购买力增强，因此大型商场存在从而解决了人们日益增长的物质需求，大型商场成为聚集的中心，所以大型商场的安全与否直接关系着人们的生命安全和财产安全，火灾是商场主要突发事件之一，也是近些年来频繁发生的突发事件，随之而来的危害给人们的健康、环境质量、政府形象等造成了极大的影响，如果处理不当还可能存留下许多遗留问题，很可能引发“多米诺骨牌”效应。 近些年商场火灾事件层出不穷，损失惨重，从事故发生的原因来看，一些商场人为违规操作、设施设备不健全、应急管理缺失、救援工作不力等，因此加强商场应急管理体系的建设是防范火灾等突发事件发生的有效途径，从而保证人们的生命和财产安全。 本文研究是选取七台河新玛特商场为对象，通过实地调查、分析研究、整理总结，调查了商场的一些应急资源建设情况，分析出商场应急工作的建设；同时也根据商场的情况分析来提出一套基于应急预案管理体系的应急决策方法，相信应急预案的决策方法更加科学性和合理性，能够有效解决火灾事故发生。 关键词：应急管理，火灾，预案，体系 NEW-MART MALL FIRE EMERGENCY MANAGEMENT ABSTRACT Safe production is the life and property of the people which relates to the sustainable and healthy development of national economy and also the stability of society. In recent years, with the improvement of peoples living standard and purchasing power, large mall existence thus satisfied the people’s growing material needs. thus large-scale mall becomes the gather center and the security of these malls is directly related to peoples life and property security. Fire accident in market is one of the main security issues and frequently breaks out in recent years, followed by harm to peoples health, environmental quality, and government’s bad image. If not handled properly, it’s possible that many problems remaine which will lead to a dominoes effect. In recent years mall fires accidents emerge endlessly and people suffered heavy losses. For the cause of the accident, some comes from deliberately not following the rules, imperfect facilities, the emergency management deficiencies, and poor rescue job. So to strengthen the construction of emergency management system such as fire prevention is an effective way to avoid an emergency, thus ensuring the peoples lives and property security.
