The third chapter elaborates the current situation of public service in rural areas since the post rural taxes and fees period. The public service ability of the township governments is an important factor affecting the service level in rural areas. The main reason for the overall low level of public service in rural areas lies in the fact that the ability of township governments in providing public services is inadequate. So this chapter analyzes reasons separately from each components of the public service ability of township governments. The forth chapter proposes effective way to build township governments’ ability from its each component. For example, it gives solutions to the problems existing in the township government system through transforming their functions and strengthening their public service, ensuring the construction of their hard skills and advancing the development in their soft skills.
