At present, several provinces have already been launching the new township government reform, the reform model is based on the experience of the township government reform after the reform and opening up, and adapt to the new changes in the environment of the economic and social development. This not only reinforces the results of tax reform, and gradually remove the shackles of township system， and lay the foundation for improvement of the township government’s functions. Reform model is the concentrated expression of the driving mechanism and target of the reform. This article will review the township government reform model after the reform and opening up, based on the analysis of existing models in era of the township government’s tax reform, it will explore the dynamic mechanism behind the current model, the goals and results of application, and then presented the feasibility of the reform path and the functions of the government positioning in the post-tax-and-free era. The three historical stages of township government after the founding of New China will be reviewed based on clarifying the basic concepts.
