英文： Delegate: Huang Shu Qin Li Jing Lu Yunzai School: Television and Journalism Country: France Issues: a global mechanism for disaster prevention and mitigation linkage Currently most countries in the world have to face natural disasters with increasing amounts of damage. Natural disasters has never been limited to national boundaries, neither for the social system, ethnic, religious or even about ideology. While at the same time, we have to admit that disasters have a disproportionate impact on the poor in developing countries. A considerable body of empirical evidence confirms that disaster risk is fundamentally associated with poverty at both the global and local levels. In order to alleviate the status of this imbalance, a global mechanism for disaster prevention and mitigation linkage has become the urgent requirement of maintaining world security.It needs to provide a forum for Member States and other stakeholders to assess progress made in implementation of the Hyogo Framework for Actions, enhance awareness of disaster risk reduction, share experiences and learn from good practice, identify remaining gaps and identify actions to accelerate national and local implementation. As one of the biggest countries of Europe, France is also a country prone to disasters. France has a well established organisational set up, with major actors and procedures, defined by law. In consequence, France is willing, but also an obligation to share national experience, joining hands with other developed countries together, to build a complete system of international cooperation in disaster prevention and reduction.
