年 月 日 摘 要 改革开放以来，中国的行政体制经历了长时间的改革，这些改革给中国的政治、经济等各方面带来了巨大影响，地方政府行政管理体制改革是中国改革的重要组成部分，这一改革使地方政府行政管理呈现出新的风貌，实现了地方政府行政管理体制的重大转变，有力地推动了社会主义市场经济发展的进程。各级政府就围绕如何建立适应社会主义市场经济体制的地方行政管理体制进行了积极的探索 从改革开放20多年的实践看，我国地方政府行政管理体制改革取得了一定的成效，积累了许多宝贵的经验。但还存在许多矛盾和问题，与各地社会和经济发展要求不相适应。 本文地方政府体制改革的实际出发，就当前我国地方行政体制中存在的问题，当前推进地方政府行政管理体制改革的有利条件，当前当前地方行政体制改革的目标以及当前地方行政体制改革的途径等问题进行探讨。并指出了当前我国地方政府体制改革的关键是建立服务型地方政府，贯彻科学发展观的要求和加快政府职能转变，优化政府职能配置。 关键词：地方；政府；行政管理体制；改革 Abstract Since the reform and open policy, Chinas administrative system has experienced the long time reform, these reforms for Chinas politics, the economy and so on various aspects has brought the huge influence, the local authority administration organizational reform is the important constituent which China reforms, this reform causes the local authority administration to present the new style, has realized the local authority administration system significant transformation, powerfully impelled the socialist market economy development advancement.How did all levels of governments revolve to establish the adaptation socialist market economy system the local administration management system to carry on the positive explorationLooking from the reform and open policy morethan 20 years practice that, Our country Local authority administration organizational reform has obtained certain result, accumulated many precious experiences.But also has many contradictions and the question, does not adapt with each place society and the economical development request.
