农村土地资产管理面临挑战和政策检讨 　　摘 要：农村土地是农民最大的存量资产，完善农村土地资产管理是发展农村经济的基础。本研究以重庆市农民、大学生村官和资产评估专业人士三个群体的调查问卷数据分析结果为支撑，运用实证分析与规范分析相结合的综合研究方法，阐明了加强农村土地资产管理的必要性，揭示了目前我国农村土地资产管理存在的主要问题：一是农村土地资产管理制度不健全，二是农村土地资产管理机制失灵，三是农村土地资产管理平台薄弱，四是农村土地资产管理效益低。提出加强农村土地资产管理，一要强化农村土地资产管理主体，二要开展农村土地资产清产核资，三要建立农村土地资产收益分配机制，四要建立农村土地资产评估服务体系，五要培育农村土地资产市场。 关键词：农村土地；资产管理；挑战；政策建议 中图分类号：F301 文献标识码：A DOI编码：10.3969/j.issn.1006-6500.2014.01.016 Challenge and Policy Suggestions for the Management of Rural-land Assets WANG Jing，QIU Dao-chi，ZHAO Zi-yan，CAI Jin （School of Geographical Science， Southwest University， Chongqing 400715，China） Abstract： Improving the management of rural-land assets is the foundation of rural economy development because the largest stocking assets in rural is rural land. This paper is to explain the necessity of the management of rural-land assets based on peasants， little village official and assets appraisal professionals employing the methods of empirical study and normative research. And then find out the existing four problem of rural-land assets management in our country：first the management system of rural-land assets is not completed，second the management mechanism of rural-land assets is not under control，third the management platform of rural-land assets does not work well，fourth the management benefit of rural-land assets is in a low level. And five suggestions are put forward to develop rural-land assets management：first the management subjects of management of rural-land assets should be enhanced，second the rural-land assets should be liquidated and checked，third the income distribution mechanism of rural-land assets should be established，fourth the assessment service system of rural-land assets should be established，fifth the market of rural-land assets should be cultivated.
