商议何以可能？ ——以番禺垃圾焚烧风波为个案研究 摘 要 本文对番禺垃圾发电焚烧厂事件进行个案研究，首先展现该事件第一阶段中以大众媒 体为中介的公共商议过程，探讨大众媒体在此商议过程中的作用机制，认为：大众媒体通过 揭示和彰显潜在于不同主体之间的共同目标、共同期待与共同理解，建构起双方商议的基础； 通过议题的选择和对事件意义的建构为协商提供解释性框架，从而影响协商双方对问题情形 的理解，进而对协商主体的行动产生影响。 在此基础上，分析以《南方都市报》、《新快报》为代表的市场化报纸在此事件前后两 个阶段的不同报道框架和报道重点，试图解析公共商议为何仅在第一阶段得以实现并持续， 从而揭示出在中国语境下此种以大众媒体为中介的公共商议的特殊性和局限性。 关键词：公共商议、媒介化、新闻框架 1 How Can the Deliberation Be Possible: A Case Study on Dispute of Refuse Incineration in Panyu Abstract This article takes the dispute of refuse incineration in Panyu as a case study. Firstly, it presents the process of the public deliberation in the first stage which is mediated, and explores the acting mechanism of the mass media in the deliberation. The article thinks that: 1. Mass media constructs the foundation of the deliberation, by revealing and highlighting the common target, common expectation and common understanding of both sides; 2. It also provides the interpretative frame of the deliberation by the option of the topic and the construction of the meaning, then influences the understanding as well as the action of both sides. Then the article analyses the news frame of the marketing newspapers represented by Nandu Daily and New Press Daily in the second stage, which is different from that in the first stage, tries to explore why the deliberation can only be realized in the first stage, and reveals the uniqueness and limits of the mediated deliberation in the context of China.
