摘 要 我国自1990年设立第一个保税区—上海外高桥保税区以来，经过十多年的发展，保税区已经成为我国与国际经济接轨的重要平台；成为拉动外向型经济发展的重要载体和沟通国内外两个市场的重要桥梁。 中国保税区新一轮发展的热点问题—区港联动，已经引起社会的普遍关注，这是因为一方面，保税区毗邻港口，需要港口发挥对外开放的门户作用，通过区港联动，为保税区发展物流产业和吸引外商投资提供基础设施的支撑；另一方面，港口需要依托保税区，享受保税区优惠政策，拓展新的港口功能，发展港口经济。因此，区港联动的实施将使保税区和毗邻港口得到共同发展，拉动城市/区域经济的新发展，对提高我国外向型经济发展水平和城市的国际竞争力具有重要意义。 “区港联动”设想由来已久，但由于种种原因，区港联动一直没有实现，本文以此为题，意在探讨临港保税区和港口在地缘、经济、政策方面的关系和“区港联动”发展的必要性，并以上海外高桥保税区与上海外高桥港区的联动发展为例，通过分析当前中国保税区与港口联动发展的现状与难点，提出在现代条件下的区港联动内涵，并设计了新形势下区港联动发展的模式以及模式选择的原则，针对外高桥保税区的区港联动发展，提出了具体的政策建议。 关键词 保税区，港区，联动发展  ABSTRACT Since the establishment of Shanghai Wai Gao Qiao Bonded Area in 1990 as the first bonded area in China, bonded zones has been developed into an important portal of gearing to international conventions of China’s economy, an important vehicle accelerating the development of export-oriented economy and a bridge between domestic and foreign markets. The problem of port-bond interaction, a new highlight of the development of the bonded areas of China, has aroused widespread attention. For one thing, as bonded areas are in the vicinity of the ports, it is necessary that the ports function as the portal of opening up and provide infrastructure facilities for the development of logistics in the bonded areas and to attract foreign investments through port-bond interaction. For another thing, it is essential that the ports enjoy the preferential policies of the bonded areas, extend the functions of the port and develop port economic with the backing of bonded areas. Therefore, the conduction of port-bond interaction will bring to the mutual development of the bonded area and nearby ports, stimulate the development of the municipal or regional economy and is of great significance for the development of export-oriented economy of China and the international competitive power of the city.
