Higher Vocational Education Training Program and design the basic framework for thinking Abstract: In view of the current reform of higher vocational colleges and professional training model construction status and issues, from personnel training programs starting to introduce the concept of professional groups and to clearly identify its contents, by the professional group of planning and setting of professional personnel training programs the basic framework of thought and design put forward a set of goals for vocational education personnel training to achieve operational framework which has universal significance, attempts to solve the higher vocational colleges in the professional training model construction and the reform of the urgent need to solve the problem, in order to promote the Vocational institutions in the professional building and educational reform to provide a clear idea and programs. Keywords: Higher education; personnel training; the professional group; Professional Construction Recalling the history of higher vocational education in schools, quality and features is always the competent government departments and the institutions work, the theme, but why is still the quality and characteristics of survival and development of higher vocational colleges is currently facing an urgent problem? I believe that the main reason higher vocational education, which until now is still a lack of a set of common objectives of Higher Vocational Education to comply with the operational framework and quality standards.
