科技改善民生 建设生态文明 —— 以可持续实验区建设为例 王 峥，武霏霏 （北京决策咨询中心，北京 100089） 摘要：国家可持续发展实验区建设，是我国实施可持续发展战略的重要行动，也是依靠创新驱动改善民生、建设 生态文明和美丽中国的重要手段。本文介绍当前国家级可持续发展实验区的发展现状，并通过对国家级可持续发 展实验区的经验进行文献梳理，结合对北京市部分实验区的调研，分析实验区在整体规划、创新意识、创新主体 等方面存在的问题，从工作框架的整合统筹、科技项目工作的组织推进、实验区管理机制的优化等几个方面，给 出促进实验区科学发展的建议。 关键词：可持续发展实验区；民生科技；创新驱动发展 Improve Peoples Livelihood and Construct Ecological Civilization by Science and Technology —A Research of Sustainable Development Experimental Zone 1 1 WANG Zheng , WU Feifei (Beijing Decision-making Consultant Center, Beijing 100089, China) Abstract: The construction of the national sustainable development experimental zone is an important action of implementing a sustainable development strategy in China. It is also an essential way of improving people’s livelihood as well as constructing ecological civilization and beautiful China through science and technical innovation. This article briefly describes the current situation of the national sustainable development experimental zone. It then summarizes the experience of some experimental zones through literature review as well as field research on some experimental zones in Beijing, and analyzes the problems in planning, sense of innovation, and subject of innovation during the development of the experimental zone. Finally, it discusses how to promote the scientific and technological development of the experimental zone, through integrating research framework, organizing ST programs, and improving the management of the experimental zon
