In the reform of the higher education administration, we havebegun to introducethe basic concepts ofvaluewith demo2 cratic orientation, such as the devolution ofadministration power tothe lower levels, the policy guidance, theeducational legislation and the establishment ofthe intermediary institution etc, attempting toreform and achieve its aim andpurpose through the democratization operation of the higher education administration. This paper expends the democratization op2 eration ofthe higher education administration from the aspects:the establishment of the democratization orientation, the basic frame of the democratization operation and the social supporting environment.
