PREFACE We publish this Investment Guidance (in both Chinese and English) with a hope to provide an important and reliable reference for those who are going to invest or seek cooperation in Xiamen so that our emerging industries could be boosted and the city will see more communication and cooperation. Since the establishment of Xiamen Special Economic Zone, the three pillar industries (electronic information, machinery and chemistry) have been developing rapidly to pull steadily and quickly the increase of the whole municipal industrial economy. In 2003, the gross industrial output value of Xiamen amounted to 139.42 billion RMB. During the first half of this year, the gross output value of enterprises above designated size industries reached 78.088 billion RMB, up by 29.1% from the same period of last year. In order to accelerate the industrial development, find new economic growth drives and maintain the sustainable development, Xiamen Municipal Government mapped the Implementation Outline of Accelerating the Construction of A Bay City. In the Outline, it is clearly stated that emerging industries such as optoelectronics, biology new medicine, software, scientific instrument meters will be given priority while electronic information; machinery and chemistry remain to be pillar industries. Xiamen will be constructed in a framework of Bay City, which is expected to drive the economic zone on the west side of strait as a powerful special economic city. We are determined to provide best policy and service environment. Our strategies focus on technology, how technology to be transferred into better productivity, and relying good projects to pull up the economy so that emerging industries will be able to do more for economic development to have a better pulling effect. We welcome multinationals and Chinese enterprises to invest, set up production bases or research centers in Xiamen.
