Abstract Elimination the influence of administrative power in the scientific research institution doesnt
mean the administrative level of the institution, in essence, it refers to the excessive intervention of admin-
istrative power to it, presented as a scientific concept of objective, scientific research and scientific man-
agement mode of administration. Therefore, the premise and key of elimination the influence of adminis-
trative power is executive power, reasonable distribution the administrative power and academic power a-
gain.
