毕业论文 （20_ _届） 国外SPS措施对浙江农产品出口的影响及应对研究 摘 要 卫生和植物检疫（SPS）措施是与农产品相关的贸易壁垒，近年来，浙江农产品出口频频遭遇美国SPS通报、欧盟安全保障体系壁垒和日本肯定列表制度等措施，对出口造成了深远的影响。从近期看，主要是消极影响，主要导致贸易争端增多；从长远看也有积极影响，表现为有助于优化农产品结构、提高农产品质量和减少进口国的变相限制。遭遇SPS措施的内因主要有农产品出口质量标准低、科技水平不高和产品安全标准滞后等；外因主要有国际社会食品安全意识全面提高以及发达国家保护本国利益，贸易保护主义加强。对此，浙江农产品出口贸易应从宏观、中观、微观三个层次采取措施共同应对，其中政府有推进农产品标准化工作、完善发展生态农业的鼓励政策、健全国内有关技术法规和标准等；行业提高出口企业的环保意识、积极参与政府谈判并协助企业解决争、加强与国内外相关行业组织的联系与沟通等；企业学习和掌握和《SPS协议》规则、提升农产品的科技水平和提高农产品的测试标准等。 关键词： Abstract Sanitary and phytosanitary (SPS) measures are associated with the agricultural trade barriers in recent years, frequently encountered in Zhejiang U.S. agricultural exports SPS notification, the European security system and the Japanese positive list system barriers and other measures on exports had a profound impact.
