 煤矿安全管理制度有效性提升路径思考 唐秋明1，邢宝君2** （1. 辽宁工程技术大学工商管理学院，葫芦岛市 125105； 5 10 15 20 25 30 35 40 45 2. 辽宁工程技术大学校党委，阜新市 123000） 摘要：国家煤矿安全生产总体状况明显改善，但事故报告表明违法生产、违章作业问题仍旧 突出，煤矿安全管理制度的有效性值得深入研究。为了提高煤矿安全管理制度有效性，采用 文献分析法与调查法，深入分析了煤矿安全管理制度有效性相关概念，首次提出了煤矿安全 管理制度有效性内涵。其次，基于内涵和调查情况，提出了影响煤矿安全管理制度有效性的 SESEI 模型，即从煤矿安全管理制度本身的科学性、遵章者的能力与态度、制度执行过程的 监督、制度外部环境和煤矿安全管理制度整体有效的完善等五个最重要最直接的角度来分析 对煤矿安全管理制度有效性的影响。最后，基于该模型，通过构建煤矿安全管理制度本身科 学性提升模型等提出了提升煤矿安全管理制度有效性的针对性五条建议。 关键词：煤矿安全管理；制度有效性；提升路径；SESEI 模型 中图分类号：F270 Views on Improving Path of Coalmine Safety Management Institution’s Effectiveness TANG Qiuming1, XING Baojun2 (1. College of business administration,Liaoning Technical University,Huludao 125105; 2. the Party committee of Liaoning Technical University,Fuxin 123000) Abstract: The overall situation of coalmine safety improved obviously, but illegal production and illegal operations were still serious, it made that the coalmine safety management institution’s effectiveness were worthy of studying. To solve the problem, and to improve the present situation, by using literature analysis and investigation methods, this paper analyzed the related concepts and connotation of coalmine safety management institution’s effectiveness deeply.Based on the connotation and research condition, it put forward a model of the impact factors of coalmine safety management institution’s effectiveness which called SESEI, it analyzed the coalmine safety management institution’s effectiveness from coalmine safety management institution itself, observer ability and attitude, implementation process supervision, external environment and coalmine safety management institution perfect.Then, the article put forward five targeted suggestions for the problem,including estabished a model of improving the coalmine safety management institutional scientificity.
