Urbanization in the promotion of social and economic development in Shaanxi, while has brought about a series of ecological and environmental problems, such as congestion effects, haze effects and heat island effects as well as envi- ronmental degradation and shortage of resources have restricted the sustainable development of urbanization in the process of social and economic development. The urban development efficiency of Shaanxi and its cit- ies in 2003- 2014 is measured dynamically. Differences and the efficiency of urbanization around the city were ranked. The results indicate: 1) the overall efficiency of urbanization in Shaanxi has not reached an ef- fective state. Without the environmental constraints, the average of technical efficiency of urbanization in Shaanxi Province as a whole showed a decline trend in general, did not reach an effective state.
