The article rebuilds the step-plan management model, with the knowledge of the progress planning theories and technology, in order to get the final gate to solve the whole solution fit to the HPE(Abbreviation of Harbin Power Engineering Co. Ltd.). Through the discussion of rebuilding and solution, basing on the multi-foundation, the step-progress planning must be a continuable method of plan management on the fine control in the field of the project performance.
