中文摘要由于海难原因的复杂多样，以及海洋环境的瞬息万变，使海事搜救本身充满了风险。 中文摘要 由于海难原因的复杂多样，以及海洋环境的瞬息万变，使海事搜救本身充满了风险。 运用川硷管理的相关理论对海事搜救风险管理问题进行研究，对于提高搜救成功率具有十 分重要的现实意义。本文首先对海事搜救风险的特征进行了深入分析和探讨，然后通过对 海事搜救案臼i的分析，将海事援救风险归纳为资源、环境、技术、信息和组织管理五大类。 本文重点从这五个方面对海事搜救所面临的各种风险进行了详细描述，这五类风险构成了 海事搜救风险的总规模。 海事搜救风险管理的基础是识别风险。本文根据海难发生的原因和规律，结合搜救案 例，对海事搜救风险的识别和评估的内容和方法进行了研究。由于海事搜救的紧迫性和各 利，主客观条件的局限，人们不可能识别出全部潜在的风险，也不可能对所有风险都采取应 对措施，因此应对所识别的风险进行评估，确定本次搜救最大的风险，把有限的资源集中 应用于防范危害最大的风险上。 本文还对海事搜救风险的应对和监控措施进行了研究。为了有效地控制搜救风险的发 生，把事故消灭在萌芽状态．还要建立相应的海事搜救风险的预警机制。本文针对海事搜 救的五类风险，分别研究了与其相对应的风险预警管理内容，尤其是在加强海上专业搜救 队伍建设、加快海事搜救信息化建设、开展海上援救演习等方面提出了一些意见和建议， 希望能对全面提升我国的海事搜救能力有所帮助。 关键词：海事搜救风险识别 风险评估风险应对 AbstractDue Abstract Due to the complexity of the marine hazards and the variation of oceafl environments，it makes the risk of marine rescue．Study on the problem of the marine rescue with the risk management theory,will improve the efficiency in the marine rescue events．In the paper,the characteristics of the rescue risk have been firstly analyzed．Then，the rescue risks have been summarized as resource． environment，technology,information and management，based on the analysis of the typical marine rescue cases．Finally,the various risk，faced in the marine rescue， have been detailedly described from the above five aspects．These five types of risk nearly include the a11 risks of the marine rescue． Risk identification iS the basis in the risk management of the marine rescue． According to the analysis of the reasons caused the marine hazards，the methodology of the risk identification and assessment has been studied，based on the typical rescue cases．Because of the great urgency of the marine rescue and the limitation of the conditions，it is impossible to identify all the potential risks and make some preparation．It is necessary to assess the current risk and determine the dominating factor in the event．Then，the limited resource should be used to defbnd the maximum factor The dealing and monitoring methods of the rescue risk are also discussed in the s
