It should also adhere to the market-oriented path under the premise of the guidance and help of the government as well as the partia l contributions of beneficiaries. Transformation of enterprises should break the convention of the restrictions of transformation and main － tenance of energy-saving housing to absorb the participation of social capital, and create a new growth point of the construction industry. The government should actively guide the social forces to participate energy-saving and support the transformation of enterprises.
