摘 要 随着我国国民经济持续快速发展，每年都有大量资金投入到基本建设中去。 而伴随建筑业的高速发展，处于工程项目管理核心的物资采购管理则显得越来越 重要。它贯穿于整个工程项目的生命周期，占整个工程项目成本的 60-70%，甚至 是 80%，对工程项目整体管理起着举足轻重的作用。因此，如何加强工程项目物资 采购管理、提高物资采购管理水平对保证工程项目的圆满完成意义重大。 本论文在参考大量国内外相关文献资料的基础上，首先分析了工程项目管理 过程中，物资采购管理的基本现状和存在的问题，阐述了工程项目物资采购的相 关定义、PMBOK 采购流程等物资采购管理的理论基础。其次，介绍了部队工程项目 物资采购的原则、方式、程序、组织环境和采购流程，重点结合实际工作，介绍 了西南医院工程项目物资采购的案例，专项分析了西南医院工程项目及物资采购 的组织分工、工作分解和进度管控。最后，结合西南医院工程项目物资采购的特 点和不足，总结出西南医院工程项目物资采购管理在采购规划、采购实施、采购 管理和采购收尾的管理模式和重点。 通过本论文的研究，准确分析了部队工程项目物资采购管理的关键要素和重 点关注的问题，通过对这些问题的改进，能够有效地优化和完善西南医院工程项 目物资采购管理的模式，进一步建章立制，规范管理程序，从而实现提高采购效 率、增强采购效果、优化采购绩效的目标。 关键词：物资采购，部队工程，采购分析，管理实践 I II II ABSTRACT With the sustained and rapid development of Chinas national economy, a lot of money is put into the capital construction. With rapid development of the building industry, the material procurement management which is at the core of the project management will become increasingly important. It runs through the whole project life cycle, makes 60-70% or even 80% of the total project cost ,and plays an important role in the overall management of the project. Therefore, how to strengthen the material purchase management and improve material procurement management level for ensuring the successful completion of the project is of great significance. This paper is based on a large number of domestic and foreign literature. Firstly it analyzes the current situation and existing problems of material procurement management in the project management process, it elaborated the definition of the material procurement for the project management, as well as the theoretical basis of PMBOK procurement process and other related materials purchasing management.
