PAGE IV 浅谈新时期我国消防特勤队伍的建设思路 摘 要 近年来我国的消防特勤队伍发展迅速，这支队伍在扑救火灾和抢险救援的过程中发挥了重大作用，有效地保卫人民生命和财产安全。然而与此同时,火灾、爆炸、泄漏、倒塌、交通事故和化学灾害事故日趋增多,风灾、洪涝、海潮等自然灾害的破坏性日趋增大,反恐、处置突发事件等保卫任务日趋艰巨, 灭火救援和消防保卫工作面临严峻的考验。本课题通过对我国消防特勤队伍现状的研究，分析了我国消防特勤队伍面临的新形势、新任务和存在的问题,结合国外消防特勤队伍的建设情况,就如何建设专业化消防特勤队伍, 提升消防特勤队伍专业化作战水平,提出了初步设想和对策。主要包括：建立一支网络化社会应急救援队伍；增强消防特勤队伍的装备建设；强化消防特勤专业训练，提高抢险救援实战能力；加大科研力度；增强国际交流；建设综合性救援队伍等五个方面。这些设想与对策将有助于我国消防特勤队伍朝着专业化的方向持续、稳定的发展。使消防特勤队伍为我国经济建设、人民安居乐业、构建和谐社会发挥更大的作用。 关键词 消防； 特勤队伍； 抢险救援； 建设 The thinking of construction of the fire special service team Abstract With the rapid development of the fire special service team，this team plays an important role in the process of fire protection and rescue. The fire special service team defends effectively the safety of the peoples lives and property. However, fire, explosion, leakage, collapse, traffic accidents and chemical disasters are increasing day by day. At the same time, the destruction of storms, floods, tides and other natural disasters are increasing. In addition, anti-terrorism and emergencies handing becomes more difficult, fire-fighting and rescue and fire protection work is more serious. Based on the research of the status of the fire special service team, this topic analyzes new situation, task and existing problems. Combined with the foreign development tendency of the fire special service team, to build the professional fire special service team and improve the level of specialized operations, the thesis put forward initial ideas and countermeasures. This thesis explains how to build networking rescue team for society emergency, to improve equipment construction, to strength professional training of special team, to enhance actual combat capability of rescue. Moreover, the greater efforts must be exerted on scientific research and international exchanges, and establish the comprehensive rescue team.
