PAGE II 摘 要 人员密集场所是消防安全管理的重点单位，一旦发生火灾，极易造成群死群伤，社会影响性较大。如何综合评定人员密集场所的火灾脆弱程度，对于更好地制定方案、采取措施，有针对性地加强管理、实现有效的防灭火工作具有积极作用。 本论文在对脆弱性概念及其评估理论学习的基础上，结合消防安全评估现状，提出消防脆弱性评估的概念和内容。通过对人员密集场所火灾事故的统计分析，查找火灾发生的主要原因，导致损失扩大的危险因素以及事故救援的有效应对措施。以此为基础，构建人员密集场所消防脆弱性评估指标体系。借助层次分析法，对指标进行权重赋值，建立评估数学模型，借助定量的方法比较找出影响人员密集场所消防脆弱性的主要因素或环节，计算人员密集场所的消防脆弱度。通过对辖区不同的人员密集场所消防脆弱度的评定，将隐患最多、火灾可能性最大、灾害后果最严重、应对能力最薄弱的监管对象优先确定下来，从而在监督管理过程中有侧重点的进行评估、检查、督促改正。 关键词： 人员密集场所； 消防脆弱性； 评价指标体系； 监督管理 Abstract Assembly occupancies are the key units of safety management of fire fighting, once it starts to happen, it is very easy to cause the group to die the group wound, and has big social influence. How to appraisal fire fragile degree in assembly occupancies synthetically has a positive effect on formulating butter plans and taking butter measures, strengthening management and realizing effective fire prevention work pointedly. This paper brings the concept and content of vulnerability assessment of fire fighting on the base of studying the concept of frangibility and its assessment theory combined with the current situation of fire safety assessment. The major cause of fire, risk factors that causes loss increase and effective replying measure of accident rescue can be found out through the statistical analysis of fire accident in assembly occupancies. Evaluation index system of vulnerability assessment of fire fighting in assembly occupancies can be constructed on the base of that. This paper carries on determining the index weight and builds assessment mathematic model by AHP, finds out the major factor or the key process that influence on the fire fighting fragility in assembly occupancies comparatively by using measurable method, and calculates fire fighting fragility degree.
