For this problem, the paper explains the relationship between PM and strategy management (SM), and points out that the effective strategy oriented performance management (SOPM) system can provide the information of decision supporting and controlling for the enterprises strategy.With the theory of SM and PM, the main job of the paper is showed as below:Analyze the relationship between PM and SM, and point out the necessity of SOPM.Analyze the sectors of the whole process of SOPM, and show how the sectors link together and form a dynamic circle,Enumerate the difficulties and problems of the effective PM,and give the corresponding methods and counterraeasures. It contains: 1) vertically, with the objective management, divide the enterprises target to every employee; horizontally, with the project management, design the practical steps and methods to the target, so that connect PM and the enterprises strategy organically. 2) Make the enterprises cultural atmosphere with orientation, incentive, coherence and standard, and help the individuals and the enterprise achieve their strategic targets, which is the foundation of PM. 3) with the balance score card, set up the financial and un-financial performance index mode. 4) the review and communication of every sector run through all the PM circle, which is the guarantee of PM system. 5) choose the 360-degree evaluation, traditional performance evaluation or other methods with the specificity of the employee. 6) use the performance evaluation not only of the
