重庆市地税系统绩效管理和激励机制再造研究 摘要 绩效管理是组织人力资源管理系统中一项重要内容,是其他人力资源管理活动获取相关信息的基本手段,是一个组织赢得竞争优势的中心环节所在。在西方政府,运用科学合理的绩效管理激励员工、提高组织绩效已经比较常见,但在我国公共部门(包括重庆市地税系统)更多的还是停留在传统绩效考核的初级阶段,而且整个体系、指标、方法和实施存在不少亟待解决的问题,关于这方面的研究国内还比较少。随着我国行政管理体制的不断深化和《公务员法》的颁布实施,政府运用绩效管理发挥激励Abstract As the main part of human resource management, performance management is a basic instrument to gain concerned information for other human resource management activities. Performance management is the central like for an organization to win the competitions. In western countries, stimulating and managing the staff in a scientific and reasonable way is becoming more and more popular. While for quite a lot of departments in China, including Chongqing Local Tax System, the traditional performance management is still at its elementary stage of the development, moreover, there exist many problems in the system, methods that need to be solved. There haven’t been many studies on this point. With the improvement of the public administration, there are more and more comments on the stimulating based on performance management, what’s more, it is the very way to solve the above problems and improve the efficiency of public administration. This paper aims at analyzing and learning some exact examples of performance administration, observing the situation of the Local Tax System in Chongqing and trying to propose a reasonable performance management system that can be used to bring some positive effects . On the basis of the analyzing and observing of the theory of performance management and excitation mechanism, this paper thoroughly analyzed the present situation of the lChongqing Local Tax System in the way of applying a series of comparison and examples, and finally proposed suggestions for performance management that is suitable for the situation of Chongqing Local Tax System.
