Executive Summary Overview This document includes information for a proposed evaluation to help FAMU determine the effectiveness of their FGLSAMP program activities, discover its strengths and identify what improvements can be made. Program Background The Louis Stokes Alliance for Minority Participation (LSAMP) is a major program funded by the National Science Foundation (NSF) to remedy the under representation of minorities at the college level. According to the NSF, “this program is aimed at increasing the quality and quantity of students successfully completing science, technology, engineering and mathematics (STEM) baccalaureate degree programs, and increasing the number of students interested in, academically qualified for and matriculated into programs of graduate study.” Florida A M University is the leading institution of the Florida-Georgia alliance (FGLSAMP). Evaluation Approach and Questions The management-oriented approach emphasizes meeting the information needs of the audience of the evaluation—decision makers. Evaluation information is an essential part of good decision-making, thus the direct utility of evaluation findings will be addressed. This would be a formative evaluation. Its findings will assess the ongoing activities and help decision makers answer questions about how to improve and refine the program. The evaluation questions that will provide this information are: 1. How do program activities effect student matriculation through SEM programs? 2. How do incentives effect student have for participation in the program and its activities? 3. How does student interaction with FGLSAMP staff and FAMU faculty effect student participation and matriculation? Timeline and Costs This entire evaluation can take place over a period of at least 3 months, allowing program staff to quickly implement the results and suggestions the next semester. This evaluation would be led by two professional evaluators, and is estimated to cost $28,900.
