AbstractAccording to the theoretical and practical evidences, teamwork has been considered to be an efficient management tool in many countries for decades and today it is increasingly popular in organisations around the world. By recognising the importance of the concept of teams, this research report undertakes a critical literature review to ascertain some independent variables that can both positively and negatively affect the dependent variable; team effectiveness.This study introduces the background of teams and how teams contribute to organisations today. On the other hand, the study also reviews the previous arguments concerning the value of teams. This study aims to answer one important question: What factors can affect team effectiveness? To answer the research question, this study concentrates on four main representative factors; communication, relationships, leadership, and goal -setting under the human perspective.This study use Harbin Foreign and Overseas Chinese Affairs Office Harbin Municipality as a study object in the context Harbin Municipal Peoples Government has been increasing its external developments and external affairs. This study use Harbin Ice and Snow festival activities as an example to analyse the problems which existing in the team. By reviewing the previous literature regarding teams this study finds that many factors can cause the success, or failure, of teams. This study also designs a Team Effectiveness Model that clearly illustrates the details of how these four variables can affect team effectiveness. In practice, use the Model and provide more training, study opportunities, management and incentive mechanism to increase the team effectiveness and solve the existing problems which Harbin Foreign and Overseas Chinese Affairs Office Harbin Municipality are facing.Keywords: teams, teamwork, team effectiveness, communication, leadership目 录摘 要 .....................................................................................
