AbstractTilloftheendofDecember2011,thetotalnumber of Internet users in Chinahasreached513million.Thereare55.8millionnewInternetusersduring theyear.Internetpenetrationratehaveincreasedbyfourpercentages,reaching 38.3%.TheInternetismakingaprofoundimpactonthesocio-economic, socio-culturalandpoliticallifeoverworld.Fromthebeginningof21stcentury, publicinterestself-organizationsthatbasedoninternethaveemerged in abundanceandtheyhaveattractedalargenumberofmembersofsociety.Those whotakepartinthoseorganizationsalsobenefitalotfrompublicinterest activities.Meanwhile,thosepublicinterestself-organizationsarealsofacing manyproblemsanddifficultiesduringtheirdevelopment.Thisarticledoesacasestudyonatypicalrepresentationofthe network-basedpublicinterestself-organization–HarbinVolunteerAlliances.To conductfeasibilitystudieswiththerelatedtheoryofdomesticandforeign,Inthe fourthchapterofthecombnetworkpublicserviceorganizationfaceacommon problem:lackoflegalstatus;lackoffundresources;lossofteammembers;lack ofenoughpublicity;poorinternalmanagements;Lackofeffectivesupervision, andincentives.TheGovernmenthasnotattachedgreatimportancetothese problemsandtheyshouldestablishtheguidingmechanismforthem.InChapter Vofthefollowingresponses:thismechanismshouldmakealllevelsof government,theCommunistYouthLeagueandtheYouthFederationthemain part ofguidance. Thegovernmentshouldpublish policiesand regulationsto encouragethedevelopmentofthenetwork-basedpublicself-organizations.They alsoimprovetheevaluationsystem,establishfinancialsupportmeasuresto improveresourceallocation,provideguidestoimprovethescientific managementmethods.Allofthemeasuresareaimedtomakethenetwork-based publicinterestorganizationdevelopnormallyandorderly.Thiswillalso acceleratethepublicadministrationinnovationsinChina.Keywords:network,publicinterestself-organization,guidingmechanism目录摘要................................................................................................................
