enhancedoperationalcapacity,providingthepaymentofbasicpensiontomeetthefarmersandimprovingthelevelofeffectivemonitoringsystemtopromoteorderlyandharmoniousoperationinfourareas,inordertopromotethesustainabledevelopmentoftheNRSPI.Abroad,especiallydevelopedcountries,theoperatingsystemofruralsocialpensioninsurancefundismoresuccessfulandeffective,whichgivethebulidingandimprovingforChinasoperatingsystemoftheNRSPIfundalotofusefulinsights:ruralsocialpensioninsurancefund’soperatingsystemshouldbeadaptedfornationalconditions;financingsystemshouldbediversifyandthestateassumemoreresponsibility;ruralsocialpensioninsurancefundshouldbeoperatedonmarket;strengtheningtheregulationoffunds;implementationofthesystemmusthavealegalprotection;adheretourbanandruraldevelopmentconcept,andpromoteuntilachievethefullcoveragestepbystep.ThefinancingthesystemforpartoftheaccumulationmodewhichbeimplementedbytheNRSPIthroughcombiningsocialpoolingwithindividualaccountsisinlinewithChinasruralreality.AlthoughgovernmenthasplayedakeyroleinpromotingthedevelopmentoftheNRSPI,buttherearestillissuessuchasinaccuratepositioningofthemainfund-raising,thelowstandardoffund-raising,unreasonablestructureoffund-raising,etc.Inthisregard,scientificandappropriatefinancingsystemofNRSPIshouldbebuild,thatisinthepartoftheaccumulationmode,toindividualpayandgovernmentsubsidiesmainly,tocollectiveandsocialdonationssupplement,standardmoderate,reasonablestructure,sustainablefinancingsystem.ThepensionneedsoffarmersisestimatedbytheELESmodel,incomereplacementrateofbetween36%-58%couldmeetthebasicold-ageneedsofthefarmers,withtheactualresearchsituation,determinetheappropriaterateofincomereplacementshouldbeatleast50%,individualpaymentand2:3ratioofgovernmentsubsidiesismorereasonable.Accordingtotheprincipleoffinancialpowersmatchtotheresponsibilitybetweenthecentralgovernmentandlocalgovernment,todeterminearatioof1:1financialsubsidies,financialresponsibilitybetweenlocalgovernmentstoshareattheratioof5:3:2.InthechoiceforoperatingmodeloftheNRSPIfund,b
