Through a brief introduction of the implementation regulations, the operational mechanism of the new system is specified and detailed, along with which problems are revealed.Chapter Four deals with the effectiveness of Tong ling new rural endowment insurance system. Relying on the data calculated through field research and the software model, this chapter analyzes the effectiveness and works out mathematical results.Chapter Five gives out suggestions as to how to promote the operational mechanism and the effectiveness of the new rural endowment insurance system.
