新型城镇化背景下都市农业主导型小城镇发展研究摘要摘要城乡二元化的结构严重影响了社会的稳定、制约了社会和经济的发展，而新型城镇化背景下的小城镇发展成为统筹城乡发展，破除二元结构的主体力量。在党和国家的高度重视下，各地都开展了小城镇建设发展，但由于认知和实践的误区而存在诸多问题，给小城镇发展带来不利的影响，阻碍了新型城镇化战略的推进，因此，在新型城镇化背景下理清小城镇发展的思路，探讨小城镇科学发展的路径，具有重要的现实意义。本文以南京市星甸街道为研究对象，从新型城镇化及都市农业主导型小城镇发展理论概述入手，搭建了文章的理论基础框架。通过实地调研对南京市星甸镇的历史演变、人口经济状况、产业支撑、都市农业发展现状以及基础设施状况等进行了描述；运用SWOT分析方法系统分析了该镇发展都市农业主导型小城镇的自身优势、劣势、面临机遇和威胁。星甸镇要发展都市农业主导型小城镇，首先要在定位、设施配套和目标等方面融入南京新型城镇化建设中；同时要明确自身定位，确定主导产业和特色产业，要制定科学统一的规划，并要积极承接大城市的辐射效应；最后要改革户籍保险等配套制度，充分发挥土地和资金对于小城镇发展的促进作用，大力引进人才，优化相关配套制度的设计，为该镇的都市农业主导型小城镇发展提供良好的制度和政策环境。关键词：新型城镇化；都市农业主导型；小城镇发展；星甸镇Abstract新型城镇化背景下都市农业主导型小城镇发展研究AbstractUrban-ruraldualstructurehasseriousimpactonsocialstabilityandalsorestrictsthesocialandeconomicdevelopment.Thedevelopmentofsmalltownsunderthebackgroundofthenewurbanizationbecamethemainforcetopromotetheurbanandruraldevelopmentandgetridofthedualstructure.Undertheattentionofthepartyandthestate,thecountryhascarriedouttheconstructionanddevelopmentofsmalltowns,butduetothemisunderstandingintheperceptionandpractice,therearemanyproblemswhichbroughtadverseeffecttothedevelopmentofsmalltownsandhindertheadvanceofnewurbanizationstrategy.Therefore,toclarifythedevelopmentstrategyofsmalltownsinthebackgroundofthenewurbanizationideasandexplorethescientificdevelopmentpathofsmalltownshasimportantpracticalsignificance.ThispapertookXingdiantowninNanjingcityasthestudyobject,startedfromthetheoryofthenewurbanizationandurbanagriculture-leddevelopmentofsmalltownstosetupthetheoreticalframeworkofthearticle.Thispaperresearchedthesmalltowns’developmentstatusinXingdiantownthroughfieldresearch,includinghistoricalevolution,populationeconomicconditions,industrysupport,andinfrastructurestatus.ByusingSWOTanalysissystem,thispaperanalyzedthestrengths,weaknesses,opportunitiesandthreatsofurbanagriculture-orientedsmalltowns’development.Basedonthetheoryofurbanizationandurbanagriculture-leddevelopmentofsmalltowns,thispaperproposeddevelopmentcountermeasuresandrouteofsmalltowns,namely:developmentofsmalltownsneedto
