In the past, the state paid all tuitio?n and school? fees for univer?sity studen?ts, a matter? of policy? since New China was establ?ished in 1949. Althou?gh this practi?ce guaran?teed the supply? of qualif?ied person?nel, it brough?t a heavy burden? to the sate, hinder?ing furthe?r develo?pment of higher? educat?ion. Since higher? educat?ion is non—compul?sory educat?ion in China, to charge? approp?riate fees will help improv?e school? facili?ties and expedi?te the develo?pment of educat?ion in this stage. As an added benefi?t, paying? their own way will encour?age studen?ts to study harder?. The reform? will take effect? in two direct?ions. State—financ?ed studen?ts will begin paying? part of the costs of their educat?ion, and more self—paying? studen?ts will be accept?ed.
