摘要城市化和工业化已成为中国未来经济发展两大推动力.城市化比较直接、明显的表现就是人口在不同区位的重新集散,即城镇体系规模结构的变化。通过分析我们看到城市规模结构和区域社会经济发展受人口迁移的影响，城镇体系规模结构只是城市与区域经济社会发展的部分体现，优化城镇体系职能才是实现不同规模城市之间协作与发展的关键。本文的选题是城乡统筹发展背景之下，人口迁移对黑龙江省城镇体系建设的影响,重点剖析了黑龙江省城镇体系建设情况,人口迁移历程,城镇体系规模结构现状,并且揭示出了黑龙江省缺少特大城市，地级市规模、数量不够，各等级城市间发展不协调等一些问题，并分析了黑龙江省城镇体系规模结构存在的问题对黑龙江省城市发展的影响。通过对城镇体系规模结构、人口等方面问题的论述，进一步提出了优化流动人口分布、加快黑龙江省地级市城市化进程、加快产业结构调整、合理布局资源配置的对策。通过以上研究,总结黑龙江省统筹城乡发展经验,另一方面也为城镇体系规模结构进一步的发展提供了可参考的意见,有助于加快黑龙江省统筹城乡发展步伐,提升城市化水平。在理论与方法上,本文通过合理运用区域经济学理论、人口经济学等相关理论方法,人口迁移背景下城镇体系规模结构建设为题材,将黑龙江省城镇体系建设作为研究主体。在研究方法上采取实证与研究相结合,定性与定量相结合,运用分形理论以及计算机统计分析工具等研究方法,具体对人口迁移背景下城镇体系建设展开了较为系统的研究。关键词人口迁移；城镇规模结构；黑龙江省；分形理论IAbstractIndustrializationandurbanizationhasbecomealeadingthetwodrivingforceofChinasfutureeconomicdevelopment.Themostdirect,themostobviousistheperformanceofthepopulationurbanizationregroupedanddistributionindifferentspatiallocation,i.e.,thechangeofscalestructureinurbansystem.Analysisofpopulationmigrationandregionalstructureofurbansizetobeabletoseetheinfluenceofsocialandeconomicdevelopment,urbansystemscalestructureissimplyareflectionofurbanandregionaleconomicandsocialdevelopment,inordertorealizecoordinateddevelopmentbetweendifferentscalecitiesisthekeyproblemofoptimizingthestructureofurbansystemfunctioncombination.Thetopicofthispaperisunderthebackgroundofurbanandruraldevelopmentasawhole,thepopulationmigrationsinfluenceontheconstructionofurbansysteminHeilongjiangprovince,itanalyzestheHeilongjiangprovinceurbansystemconstruction,populationmigrationhistory,presentsituation,thescaleofurbansystemstructureandrevealsalackofsuper-largecityinHeilongjiangprovince,cityscale,thenumberisnotenough,someproblemssuchasmismatchbetweeneachgradecitydevelopment,andanalyzestheproblemsexistinginthestructureofurbansystemscaleinHeilongjiangprovincesimpactonurbandevelopmentinHeilongjiangprovince.Throughthescaleofurbansystemstructure,populationproblem,thispaperfurtherputsforwardtheoptimizationofthefloatingpopulationdistribution,speeduptheprefecturelevelofurbanizationinHeilo
