AbstractThe17thpartycongressreportpointsoutthatitisimportanttodeepentheadministrativesystemreformandbuildaservice-orientedgovernment.Thefinanceandtaxauthority,asthegovernmenteconomicfunctionaldepartment,itsjobperformanceeffectsthebuildingofoverallefficiencyandservice-orientedgovernment.Inordertopromotethequalityandefficiencyoftaxation,takingperformancemanagementintotaxadministration,whichisrequirementofpublicservicegovernmentandmodernizationoftaxmanagement.However,studyingperformancemanagementfromtheculturalperspective,analyzingtheproblemsappearinginthelocaltaxbureaumanagementpracticefromtheperformance-culturalperspectiveandwoundingtaxperformancethroughtheentireprocessoflocaltaxsystemperformancemanagement,whichistheeffectivewaytohelplocaltaxbureauoutoftroublesandboostitsjobperformance.Thiswholethesisincludes5parts:Asregardstoselectedtopicbackgroundandsignificance,domesticandforeignrelatedachievementsaboutperformancemanagementoftaxbureau,thefirstsectionadvancesresearchideas,methods,content,structure,andpossibleinnovations.Thesecondsectionobtainsfrombasicconceptsuchasperformanceandperformanceculture,statingtheconnotation,structureandfunction,introducingmeaning,element,principleandsomepatternsoftaxbureauperformancemanagement,emphasizingtheinterrelationshipamongperformancecultureandenvironment,systemandmechanismoftaxbureauperformancemanagement.Section3fromperformancecultureperspective,takingempiricalanalysisondevelopment,results,existingproblemsandpurposeofperformancemanagementonXiangtantaxbureau.Section4isestablishedonpreviousresearchresults,usingmodernperformancemanagementtheory,puttingforwardoninnovatinglocaltaxauthorityperformancemanagementandimprovinglocaltaxauthoritymanagementperformanceintheperspectiveofcultureperformancemustbefromfivewayswhichincludesimplementationofculturestrategyinperformancemanagement,payingattentiontothecultivationofgoodorganizationalperformanceculture,Innovationonusingofperformanceevaluationresults,strengtheningprofessionalqualityeducationo
