The main research of this topics is related technology on the Android platform, streaming media technology , the H.264 codec algorithms, and the construction of mobile intelligent video surveillance system based on the Android platform. In this paper, the analysis of the research status and development trend of video monitoring systems are given, combined with the development of theory and technology and the requirements of monitoring system function, to come up with a mobile intelligent video surveillance system design based on Android platform, to implement the functions of video capture of monitoring system, video compression encoding, video network transmission, moving target detection and real-time alerting, real-time browsing video capabilities of the mobile client, and to play a simple purpose of the implementation of intelligent monitoring using a mobile phone. The system consists of a server and a mobile client, with the server including: video capture module, video encoding module, intelligent processing module, streaming media module and network transmission module; and the mobile client including UI interface module, video decoding module, and video play back module. Video encoding module of the system uses the latest low-bit-rate video compression standard H.264 technology. Real-time video transmission module uses streaming media technology and UDP Socket network programming , achieving the function of RTP-based end-to-end transmission.
