ABSTRACTThe Rome Convention, with its modernized achievements is one of the two air law systems, which is to regulate the damage responsibility aircraft to third parties on the land. The other system is the Warsaw-Montreal Convention, which is the provisions of airline passengers, baggage and cargo liability.The damage responsibility system of aircraft to third parties on the land is an indispensable part of aviation accident compensation liability. This thesis starts from analysis of concepts and principles of imputation, and further analyze responsibility system, combined with the specific rules of Rome Convention and its modernized achievements, i.e. convention on compensation for damage caused by aircraft to third parties and convention on compensation for damage to third parties, resulting from acts of unlawful interference involving aircraft, aiming at a better proposal to solve the practical problem.This dissertation consists of four chapters. The first chapter introduces the third partys responsibility system, including the responsibility to another aircraft, to a third person and the nature of the liability for damage and imputation principle. Chapter II focuses on the Rome Convention, specifically on its formulation, basic content and the present situation. The reason why it has not been accepted was pointed out. Chapter III turns to The General Risk Convention and the Convention on Illegal Interference Compensation and discusses the responsibility system. Meanwhile, this chapter focuses on the controversial noise problems in airport, especially the present situation, the international civil aviation organization practices and measures from individual countries. The fourth chapter is the real meaning of the dissertation. The Aviation Law in China and related regulations were introduced, combined with the Korean airlines and Baotou air crash. At last, this dissertation points out that our country is not suitable to join the convention at present. Combined
