AbstractContinuousprogressintheruleoflawincontemporarysociety,wecannotjust toomuchblindlyplaydowntheemphasisonadministrativestatus,thestatusofthe neglectoftheadministrativeroleinsociety,whichismainlyreflectedintheexistence ofdiplomaticimmunityinhiscapacityastheexecutiveisalsoduetotheexistenceof differencesinthestatusoftheChief preparationandcareercivilservants.Inthispaper notarizationofnotaryorganizationandthestatusofpersonnelissuesrelatedto analysis,wefoundtheactualoperationoftheexecutivepowerinthecourseofthe problemsandresponsemeasurestobetakensothatnotaryorganizationcanimprove itself,butalsotoclearthemainpartoftheadministrativethelegitimacyofthe exerciseofexecutivepowerinordertoachievethemainscopeoftheadministrative normstoprotectthereasonableexerciseofadministrativepowertopromotethe developmentofadministrativelaw.Alltheprogressivesocialmovements,tohereso farisafromStatustoContractcampaign.Sociallifeincontemporaryemphasison theconceptofcontractintheestablishmentofadministrativelaw,emphasizingthe applicationofcontractualmeans,aimedatstrengtheningtheexecutiveauthoritiesand thecooperationofcitizens,toplaydowntheadministrativestatus,dilutethepowerof theexecutivecolor.However,nottodownplaythenegative,theintroductionof contractdoesnotmeanthattheexecutivelostitsneedforpower.Effective administrationofactivities,dependingontheorganiccombinationofthetwoand theirappropriateuse.Compactandpowerintheappropriatecombinationofthetwo conceptsonthebasisofadministrativelawinChinasfuturedevelopmentdirectionis bound to follow thedevelopment trend ofmodernadministrativelaw.Therefore,iftheprogressofthelegalcapacitytocontractbytheprocess,then ourcountryisnowthemainpartoftheadministrativecapacitytocontractina transitionalphaseinordertochangethestatusofnotaryorganizationforatypical representativeoftheAdministrativeLawembodiesthecharacteristicsofthe developmentprocess,Chinasadministrativelawisgraduallytransitionfromthe status of the contract.KeyWords:Administrative status;Socicalization;Not
